Transitions distributionStatus: NEW or DENIED → REQUESTED.
NCM then reviews: approving transitions to DISTRIBUTED.
When is_preapproved_by_isv = false, any marketplace adding this product via addNetworkProductToLocalCatalog
will trigger a per-MP ISV approval request (COMPANY_REQUESTED in catalog_requests).
