Retrieve up to 3 selected spiffs/incentives for the authenticated advisor with an ACTIVE Provider Spiffs app assignment. Returns NOT_FOUND when the app is not assigned. Returns an empty spiffs list when none are eligible. personalizationKey is the browser-minted userExternalServiceAuthenticationToken used as the axpi Bearer token.
