Retrieve up to 3 selected spiffs/incentives and Provider Spiffs app assignment for the authenticated advisor. Returns an empty spiffs list when none are eligible. personalizationKey is the browser-minted userExternalServiceAuthenticationToken used as the axpi Bearer token.
