Resubmit an unconsumed integration event to the ISV (Wicket PendingEventDetailsPanel parity). Resets a purchase order stuck in PENDING_MANUAL_RECOVERY, then republishes via IntegrationRouter. Requires channel.manualEventRecoveryEnabled. Does not set manuallyResolved.
